A low pressure area has been detected near the Philippine Area of Responsibility (PAR), approximately 1,540 kilometers east of southeastern Mindanao, and has recently developed into a tropical depression, Nov 13.

PAGASA expects the cyclone to enter the PAR on November 15 or November 16, by which case it would be called “Kabayan,” the first cyclone this November and the 11th this year. 

Weather forecasters expect it to reach peak wind speed on November 18, reaching 120 kilometers per hour, falling within a possible tropical cyclone wind signal number 4 category. However, they do not rule out the possibility of higher intensities in its approach to Eastern Visayas. 

Affected areas

Obet Badrina of PAGASA confirmed that rain showers and thunderstorms will occur over Bicol, Aurora, Quezon, and Northern Samar, wherein flash floods and landslides may occur. Localized thunderstorms and separate rain showers may occur over other parts of the Philippines. 

In Northern Luzon, moderate to strong winds and moderate to rough seas will occur while winds and seas elsewhere will be light to moderate in intensity. This is, however, still subject to possible changes in the coming days.
